Personal Information Collection Statement

The Personal Information Collection Statement (“PICS”) is made in accordance with the guidelines issued by the Office of the Privacy Commissioner for Personal Data in Hong Kong. The PICS sets out the policies and practices of the Council of the Hong Kong Laureate Forum (“the HKLF”) with regard to your personal data1 and what you are agreeing to with respect to the HKLF’s use of your personal data for the purposes identified below.

Purpose of Collection

The personal data provided by you in application form / Young Scientist Registration System / any other form of request for information (as the case may be) will be used by the HKLF for the following purposes:

During application for participation

As basis for selection of participants in activities organized wholly or jointly by the HKLF;
Managing application account and processing application, including identification of possible multiple applications by the same applicant;
Verifying applicants’ identity, qualifications and academic records;
Obtaining records of applicants’ studies and scientific activities at schools / institutions / universities;
Collating statistical information relating to the applicants to assist the HKLF in the management and administration of the Hong Kong Laureate Forum (“the Forum”) programmes and other activities;
Facilitating communications between applicants and the HKLF; and
Other purposes directly relating to any of the above.

Before, throughout and after the Forum (For successful applicants, i.e. Forum participants)

E-Newsletter distribution;
Marketing and promotion;
Processing the enrollment in the Forum programmes, event registration;
Processing the arrangement for the Forum related administration including but not limited to accommodation, visa document, transportation, insurance, business card printing, etc;
Processing the arrangement for the Forum related programmes including but not limited to meetings, repasts, visits, etc;
Collating statistical information relating to the applicants to assist the HKLF in the management and administration of the Forum programmes and other activities;
Facilitating communications between applicants and the HKLF;
Managing alumni affairs;
Compilation of statistical reports and the diagnosis of problems or concerning computer systems to help the HKLF improve the presentation, layout and contents of the website; and
Other purposes directly relating to any of the above.

You are required to supply accurate, complete and up-to-date personal data to the HKLF, other than those items indicated as optional. In the absence of your personal data, we may not be able to process your application, provide you with the Forum programmes / activities or maintain contact with you.

Disclosure and Transfer of Personal Data

The HKLF will keep your personal data confidential and only authorized staff members of the HKLF and designated personnel of application portal managing IT company will have access to your personal data. The HKLF may disclose or transfer your personal data to the following parties within or outside Hong Kong:

The HKLF’s collaborating organizations;
Agencies, service providers and contractors engaged by the HKLF.

Access and Correction of Personal Data

You are entitled to request for access to personal data held by the HKLF about you, and to correct, amend or delete such data, if necessary. You may also object to the processing or transferring of your personal data if you have legitimate reasons to do so. The HKLF may charge a reasonable fee for the processing of such requests.

During the application period, correction of personal data can be performed via the Online Application Platform. After that, any data access and correction request according to the Ordinance should be made by completing the Personal Data (Privacy) Ordinance Data Access Request Form and sending it to
programme@hklaureateforum.org.

Retention of personal data

Application data (except name, title, nationality, contact information, academic level and affiliated university or organization) of unsuccessful applicants will be erased as soon as practicable and, in any event, within one year after closure of the Forum that applicants applied for, or activity, as the case may be.

Personal data (name, title, nationality, contact information, academic level and affiliated university or organization) will be kept by the HKLF in a confidential manner for 7 years, unless the retention is governed by legislation or it is in the public interest not to erase the data, for the purposes such as (1) identify re-application and (2) conduct statistical analysis, research, surveys and review.

Any enquiries regarding the personal data provided in the application form and any other form of request for information (as the case may be) should be sent to programme@hklaureateforum.org.

Any requests for access to or correction to the personal data, should be made by completing the Personal Data (Privacy) Ordinance Data Access Request Form and sending it to programme@hklaureateforum.org.

收集個人資料聲明（下稱“聲明”）是根據香港個人資料私隱專員公署發佈的準則而制定。此聲明列出 The Council of the Hong Kong Laureate Forum 香港桂冠論壇（下稱“論壇委員會”）關於處理個人資料的政策和推行方法，以及閣下同意論壇委員會使用閣下的個人資料作以下用途。

收集目的

於申請表、青年科學家註冊系統及其他任何形式中所收集的個人資料（按該實
際情況）將用於以下用途：

於申請期間

作為參加論壇委員會主辦或合辦活動的申請人甄選基礎；
處理申請及管理申請人帳戶，包括辨別重複的申請；
核實申請人的身份、資格和學歷；
獲取申請人於學校、大學或學術機構的研究以及與科學相關的活動記錄；
作統計之用，以協助論壇委員會管理及計劃 The Hong Kong Laureate Forum 香港桂冠論壇(下稱“桂冠論壇”)項目及其他活動；
促進申請人與論壇委員會之間的溝通；及
與上述任何一項直接相關的事宜。

於桂冠論壇前期、進行期間及後期（適用於成功申請人，即桂冠論壇參加者）

發佈電子通訊；
推廣及宣傳；
處理桂冠論壇節目的報名及活動登記；
處理與桂冠論壇相關的行政安排，包括但不限於住宿、簽證文件、交通、保險及名片印刷等；
處理與桂冠論壇相關的節目安排，包括但不限於會議、餐飲及參觀等；
作統計之用，以協助論壇委員會管理及計劃桂冠論壇項目及其他活動；
促進申請人與論壇委員會之間的溝通；
管理桂冠論壇舊友會事務；
彙編統計報告和分析電腦系統相關的問題，以幫助論壇委員會改善其網站的界面和內容分佈；及
與上述任何一項直接相關的事宜。

除了自選項目外，閣下需要向論壇委員會提供準確、完整和最新的個人資料。在缺乏閣下的個人資料情況下，論壇委員會可能無法處理閣下的申請、提供桂冠論壇最新資訊及活動詳情或與閣下保持聯繫。

個人資料的披露及轉移

論壇委員會將對閣下的個人資料保密。只有論壇委員會的授權人員和負責管理應用程式的科技公司的指定人員可以接觸閣下的個人資料。論壇委員會亦可能會將閣下的個人資料披露或轉移給香港境內或境外的以下各方：

論壇委員會的合作組織；
論壇委員會聘用的代理商、服務提供者和承辦商。

個人資料的查閱及修正

閣下有權要求查閱、修正或刪除論壇委員會所持有的閣下個人資料。如閣下有充份合理的理由，可以提出反對論壇委員會處理或轉移閣下的個人資料。論壇委員會可能會就處理查閱資料的要求徵收合理費用。
在申請期間，申請人可以通過網上申請平台對個人資料進行修改。此後，任何個人資料的查閱、修正及刪除請求，需填寫《個人資料（隱私）條例》個人資料查閱申請表並將其電郵至programme@hklaureateforum.org。

個人資料的保留

未被成功錄取的申請人資料（除姓名、稱謂、國籍、聯繫方式、學歷和所屬大學或組織外）將在切實可行的情況下於該屆桂冠論壇或活動完結後一年內被刪除。除非保留目的是受法律約束或出於公眾利益考慮下，論壇委員會將對個人資料（包括姓名、稱謂、國籍、聯繫方式、學歷和所屬大學或組織等）保密並保留不超過 7 年，以用作（1）辨別重新申請及（2）進行統計分析、研究、普查和查閱。
